Analysis of the communication systems pathway along the route – from the project rooms to the communication supplier.

A subterranean path conveys the optical fibers which enter the facility in two separate points – at the northwest and southeast of the building.

Building - communications infrastructure provides redundancy at the entrance to the building. The optical cable path enters the building through the perimeter moat - through a double reinforced wall in an underground level of the building.

Route analysis of air-conditioning systems and extinguishing materials- from the project rooms to the generator, cooling or extinguishing materials, and gas reservoirs.

Electrical infrastructure – the project rooms, and the main energy center which include 2 generators – for a continuous supply of electricity, electrical panels and switching, high and low voltage transformers, battery systems and UPS - are located in the underground facility of Med- 1 (Level -2), and are protected against all effects listed in the table of threats.Project rooms and their feeds - are also located in the underground complex (Level -2 ) and are protected at the same level of security.

Topology of the electrical device is characterized by 2 independent input paths.
In terms of feeds - the facility is fed by a national network from the Israeli Electricity Company – from two different secondary power stations with varied underground cable entry – as well as emergency power provided in case of external failure of the two generators which provide a continuous stream of uninterrupted passage from the Israeli Electricity Company to the generator. Each generator can feed all of the designated consumer, as well as telecom and control systems. The production site input boards have redundant systems (Field A & Field B) - each one of them can alternate to supply electricity for the production site systems between each other. Electricity infrastructure - electrical panels, transformers and generators - are installed, as noted in subterranean level - ground (level -2), at Wing B.

The underground energy complex is, as stated, located at Wing B - where there is a double reinforced wall between the building and the environment. The 2 diesel generator containers for the generators consist of underground tanks with a volume of 30 tons each, and are located in an underground complex - an underground reinforced concrete which also includes an appropriate spill containment pallet. The capacity of the containers allows for continuous activity of the generators for 10 days without external fueling.

Air conditioning systems - The system is designed to ensure redundancy of access according to n +1. The cooling system is an air treatment system in the building yard - including condensers and air treatment units.

The water system in the facility
include emergency water containers for the use of facility personnel and for fire extinguishing needs, these include:
1. 30 cubic meters container volume for the crew; this quantity is sufficient for a minimum of 20 days for 15 crew members.

2. 100 cubic meters container for fire extinguishing is in addition to hydrant systems in the facility yard and the internal extinguisher array.

Analysis of physical obstacles, control systems, detection and observation systems in each routes that allow access to the project rooms or the critical components required for the project performance (see sections 1 and 2 aforementioned), including corridors, doors and windows.

There are several access control and protection circuits around the project rooms. 

A. An external fence with gates,  cameras and spotlights which are controlled and operated - from two control positions in the control center which is located in the underground entrance  and from the security guard position at the entrance.
B. The doors of the ground level structure are controlled by access control system and CCTV located at two control positions - in the control center which is located in the underground entrance  and from the security guard position at the entrance.
C. Entry and movement in the building - made possible only after the security guard verifies individual identification and clarifies entrance eligibility. restricted movement is permitted by movement permission codes.
D. Entrance to the production site front room is monitored and controlled by the security center and double doors –.which provides dual control

E. Entrance to the project room is allowed only by obtaining permission to release the lock at the front door to the project complex.
F. Entrance to the energy complex - electrical rooms, electrical panels, transformers, generators and systems backup batteries – are controlled by authorization to access the doors in Wing B.

G. Elevator dedicated to bringing in equipment - also monitored and controlled by the Control Center – via specific authorizations.
H. Fuel tank generator entrances are monitored and controlled by the Control Center.
I. Electricity input entrance into the counters room - controlled and accessible via the Control Center.

Resistance analysis of the entire project site and its rooms against external explosion of any of the listed threats including direct hits at critical structure points and penetration through unsecured openings (balcony / window) and internal explosion. Additional scenarios were taken into account, such as damage via a close hit and underground bombing near the structure’s wall. The designated project facilities – both telecom and energy complexes – are located at underground levels – inside an internal complex within an external reinforced concrete box – thus, they are highly protected against most of the above threats.
